What should I do if I lost the signed original?

Print the same wording again and sign it in both names in front of two independent adult witnesses. That new wet-ink copy is an original document. HM Passport Office and the DVLA reject photocopies of a signed deed, not a freshly signed printout. Keep three or four originals next time.

Should I pay a company to retrieve an archived copy?

Only if you specifically want their stored file. Posted providers often charge around £25 to retrieve a scan you could replace by executing a new deed. A new deed poll with the same old and new names is legally effective the moment you sign it. It does not need to be a certified copy of the lost sheet.

When is a statutory declaration the right tool instead?

When a bank, registrar or share issuer has asked you to declare that a named issued document — a passport, a GRO certificate, a share certificate — is lost. That is a Statutory Declarations Act 1835 statement, witnessed for £5. It does not recreate a deed poll and we will not sell it as one.
